Labor pushes regional hospitals to the brink

The Nationals’ Shadow Assistant Minister for Health and Member for Euroa, Annabelle Cleeland MP, has raised serious concerns about the financial position of regional health services after reports some Victorian hospitals had no available cash to pay bills at the end of the last financial year.

Leaked health data shows multiple regional services operating with little to no available cash reserves, leaving hospitals exposed to unexpected costs and threatening their ability to pay local suppliers on time.

Ms Cleeland said the figures confirm what communities across Benalla, Euroa, Seymour, Kilmore, Heathcote and surrounding towns had been warning for years.

“People in our region already know the system is under pressure. Staff shortages, bed pressures and longer waits are becoming normal, and now we’re seeing the finances behind the scenes are just as strained,” Ms Cleeland said.

“Our hospitals are not faceless institutions. They are major employers, they support local businesses and they care for our families in the moments that matter most.”

While some services technically hold funds, much of that money is locked in infrastructure budgets and cannot be used for day-to-day operations such as wages, utilities, medications and supplier invoices.

“This is not bookkeeping. It means hospitals are operating week to week without a safety buffer,” she said.

“When a regional hospital has no cash available, it cannot respond properly to emergencies, expand services or recruit staff with confidence.”

Ms Cleeland said smaller regional providers are especially vulnerable because their cash flow fluctuates and they rely heavily on timely government funding.

“In regional communities a hospital delay does not just affect a balance sheet. It affects whether a local cleaner gets paid, whether a tradesperson keeps their staff on, and whether services can keep running,” she said.

The removal of transparent reporting on hospital cash reserves has also raised concern.

“Transparency matters. Communities deserve to know the true condition of their local health services,” Ms Cleeland said.

“You cannot manage a system properly if you stop measuring whether it is financially stable.”

Ms Cleeland called on the Allan Labor Government to deliver a fair and sustainable regional funding model, restore clear financial reporting and guarantee hospitals across the Euroa electorate have the resources to meet growing demand.

“Regional patients should not have to wonder if their hospital is financially viable,” she said.

“Regional staff deserve certainty and regional families deserve healthcare they can rely on close to home.”
