A new report highlighting challenges within Victoria’s foster care system has been presented at Parliament by The Nationals’ Member for Euroa, Annabelle Cleeland.
The research was conducted by Ms Cleeland’s parliamentary intern, Sheridyn Sandford, and has been presented as a report titled, “Keeping out-of-home care strong in Victoria.”
The report looks into several challenges impacting foster carers, particularly the financial strain of care, carer attrition, cultural and systems-based issues, and hindered access to support networks.
Concerns over carer attrition in Victoria has risen in recent years, with 551 carers leaving in 2022-2023 (comprising of 36% of Australia’s total exits).
As fewer foster carers remain, reliance on residential care has increased, with a 90 per cent rise in children under 12 placed in these settings, leading to higher costs and emotional risks for children.
In order to address the exodus of carers, the report recommends increasing the foster care allowance in Victoria to align with other states.
Victoria currently has the lowest care allowance in the country, with no increases since 2016.
The report also recommends introducing an additional allowance for regional carers due to the unique challenges faced in rural and remote areas.
Ms Cleeland shared these findings with both Ministers and Shadow Ministers, sparking crucial discussions on the future of the state’s foster care services.
“Sheridyn’s research will provide some crucial insights towards improving a struggling system,” Ms Cleeland said.
“Unfortunately, the incredible and selfless work of foster carers in Victoria is being taken for granted by the Allan Labor Government and the consequences for our most vulnerable children and young people are tragic.
“We know that children who should be placed in a loving foster care home, are instead being placed into residential care, or contingency placements, as more and more unsupported foster carers simply can no longer afford to open their homes.
“I want to thank all carers in our community that are upholding these values and working hard to provide a better life to those in need despite this hardship.
“For the sake of all children within the system and their futures, I hope to see this Government ensure carers are provided with the support they need and deserve.”
